I am informed by His Majesty's Consul at Newchwang that he has made inquiries, but that no complaint of that nature has been offered or elicited, and that he does not believe the report to be correct.

The Commissioners of Customs at Tien-tsin and Chinwangtao being American and English respectively, the action ascribed to Japanese Customs employés in Chihli is hardly possible.

This telegram has been repeated to Tôkið.
